DISCUSSION ITEMS

  1. PUBLIC FORUM

    Jeff Shellito discussed Cal Trout’s participation in a coalition supporting the efforts to raise wardens’ salaries and working conditions. He stated that 843 letters were generated by Cal Trout to Conference Committee members and the governor in support of this effort.

    Dennis Byrne expressed his concerns with the decline of the Pismo clam fishery, and requested that the Commission allocate funds to review and develop a survey on the health of the fishery.

    Ann Marie Astells discussed the lack of accessibility for disabled hunters and fishermen, as well as the need to change the application process for the drawing of deer tags for disabled sportsmen. She requested that the Commission bring these issues to the forefront.

    Bruce Cotton expressed his concerns with the Department’s application process regarding the drawing of deer tags for disabled hunters, and requested that they be changed so that both the assistant and disabled hunter would be drawn for the same zone. He also requested that the Department coordinate with other agencies in making fishing areas more accessible to the disabled.

    President Rogers requested that the Department provide a report regarding the application process for deer tags.

    Paul Weakland stated that questions regarding the withering syndrome had not been answered by the Abalone Recovery Management Plan. He also commented on the new laws for the disabled and the lateness of the California Commercial Fishing Digest. He requested the immediate opening of several Bay area counties for the harvest of abalone.

  2. DISCUSSION OF THE HOT CREEK, UPPER OWENS RIVER, AND WALKER RIVER SPORT FISHING REGULATIONS.

The Department will provide an overview of all the issues on the Hot Creek, Upper Owens River, and Walker River at the November Commission meeting in Sacramento. ( Note: Department staff will not be available for the October meeting).

  3. RECEIPT OF PUBLIC COMMENTS RE: THE REVISED DRAFT MASTER PLAN FOR MARINE PROTECTED AREAS; DETERMINATION OF POSSIBLE ADOPTION DATE.

The Commission will receive testimony from the Blue Ribbon Task Force on the Revised Draft Master Plan at its August 9, 2007 meeting in Santa Barbara, with possible adoption at the October 11 – 12 Commission meeting in Concord.

      Deputy Director Mastrup requested that the Hot Creek presentation be changed to the November Commission meeting in Sacramento, due to staff scheduling conflicts regarding the Lake Davis treatment.
  3. RECEIPT OF COMMISSION INFORMATIONAL ITEMS.
    1. STAFF REPORTS.
      Executive Director Carlson gave an update on the Western Association of Fish and Wildlife Associations (WAFWA) Conference held in Flagstaff, Arizona. The next mid-winter WAFWA Conference will take place in January 2008.
      He also indicated that the 2009 WAFWA Conference will be held in California, and that the Commission will be assisting the Department in coordinating the conference.
      Executive Director Carlson also stated that staff was working on a facilitated retreat for the Commissioners and the meeting would be publicly noticed.
  4. SUBCOMMITTEE REPORTS AND RECOMMENDATIONS.
    1. MARINE RESOURCES COMMITTEE.
      Received Department’s report; received public testimony. New Chair, Commissioner Sutton, will meet with Department staff to schedule a date for the next Marine Resources Committee (MRC) meeting.
    2. AL TAUCHER'S PRESERVING HUNTING AND SPORT FISHING OPPORTUNITIES ADVISORY COMMITTEE UPDATE.

      Commission received two resolutions from the Taucher Committee. Resolutions will be placed on the agenda for possible adoption at a future meeting. Next Taucher meeting to be held in September.
