ALL MEETINGS OPEN TO THE PUBLIC
The Special Meeting Originally Scheduled to Consider the Coho Recovery Strategy on December 16, 2003, Has Been Postponed to Late January, 2004. The Commission Did Not Have a Quorum on December 5, 2003; Therefore, the Following Items Were Heard and the Subcommittee Closed Public Comments on Each Item. This Meeting Is Scheduled for Commission Action Only.
DISCUSSION ITEMS
1.	CERTIFICATION OF FINAL ENVIRONMENTAL DOCUMENTS, ADOPTION OF FINDINGS AND PROPOSED PROJECT (OR ALTERNATIVE), AND FINAL ADOPTION OF THE 2004-2006 SPORT FISHING REGULATIONS RELATING TO FISH, AMPHIBIANS, REPTILES AND INVERTEBRATES. Commission certified the final environmental document; Commission elected to make no changes to the current sport fishing regulations regarding the Upper Owens River; Commission adopted Option 2e in regard to sport fishing boat limits. Commission adopted all other proposed amendments as recommended.
2.	CONSIDERATION AND POSSIBLE ADOPTION OF PROPOSED CHANGES TO SECTION 112, TITLE 14, CCR, RE: COMMERCIAL SURFPERCH FISHERY. Commission adopted the proposed changes to the commercial surfperch fishery regulations.
3.	CONSIDERATION AND POSSIBLE EMERGENCY ACTION TO AMEND SECTION 7.50(b)(147), TITLE 14, CCR, TO CLOSE ALL FISHING IN PUTAH CREEK, BELOW LAKE BERRYESSA DAM, INCLUDING LAKE SOLANO TO PREVENT THE SPREAD OF NEW ZEALAND MUD SNAILS. Commission took emergency action to close all fishing in Putah Creek, below Lake Berryessa, including Lake Solano.
4.	REQUEST TO PUBLISH A CONTINUATION NOTICE OF INTENT TO PROVIDE ADDITIONAL ALTERNATIVES TO PROPOSED SECTIONS 53.00, 53.01, 53.02, 53.03, 149.1, 149.2, 149.3 AND 149.4, AND ADDITIONAL PROPOSED AMENDMENTS TO SECTION 149, TITLE 14, CCR, RE: COMMERCIAL SQUID FISHERY. Commission authorized staff to publish a continuation notice of intent to provide additional alternatives and amendments to the proposed commercial squid fishery regulations.
